Business Plan 2026 - Draft 1

A message from James Rigby, Head of Customer Engagement, Xoserve

I am pleased to present the first draft of our Business Plan 2026-29 (BP26).

BP26 sets out the scope and draft budget for the provision of Central Data Service Provider (CDSP) services during the 2026/27 financial year and a forecast for the financial years 2027/28 and 2028/29.

We want BP26 to be the most collaborative yet and have been considering how we can make it as easy as possible for Customers to interact and influence how the plan is built and how it evolves through multiple drafts. A new feature for this year is the inclusion of forum style functionality in this portal, where we encourage real-time discussion both in and outside of the consultation windows that follow each draft being published.

We have made the Business Plan even more accessible by making content available on this dedicated BP26 online portal. Here you can:

This publication commences a two-week consultation period which closes on 14 October 2025.

We would love to hear your thoughts and feedback on the documents we have published. You can do so by commenting in the forum or by writing to us at business.planning@xoserve.com.

Thank you to everyone who joined us for our first webinar on BP26 on 6 October. We'll be sharing the materials from this event shortly. Our next webinar, which will be a live Q&A focusing on customer feedback, will be taking place on 21 October, and details on how to register for this session will follow very soon.

Thanks for visiting this portal and for your engagement with BP26 so far - we look forward to collaborating with you soon.
